1、Beijing
Beijing has added residential hot water metering charges of over 30 million square meters, including basic hot water rates and metering hot water rates. The basic hot water rate is still based on the supply of urban heat grids, coal-fired boilers, and natural gas, liquefied gas, oil, and electricity, with prices ranging from 12 yuan to 7 yuan per square meter per heating season for each building. The metering hot water rate is uniformly charged at 0.16 yuan per kilowatt-hour.
2、Tianjin
According to the Tianjin Municipal Bureau of Price, the recent increase in the prices of coal, water, electricity, and other raw materials has led to rising heating costs. To alleviate the difficulties faced by heating production and operating enterprises and ensure normal heating during winter, and to promote the healthy development of the heating industry, in accordance with relevant national policies and after conducting a price hearing, the Tianjin Municipal Government has decided to adjust the centralized heating prices starting from the current heating season. The heating price for residential buildings will be adjusted from 15.40 yuan per square meter of heating area to 20 yuan; the heating prices for government institutions, public sector, commercial and industrial users, hotels, restaurants, and collectively owned enterprises will be unified adjusted from 18.5 yuan, 21 yuan, and 24 yuan per square meter of heating area to 26 yuan.
3、 Xi'an
Heating supply prices are divided into two categories: residential and non-residential use. For residential use, such as kindergartens, schools, welfare institutions, elderly care facilities, and nursing homes, heating prices are the same as those for residential use. The factory price for heating supply for residential users is 5.3 yuan/㎡ per month, and for non-residential users, it is 7 yuan/㎡ per month. The sales price for residential users is not more than 5.8 yuan/㎡ per month, and for non-residential users, it is not more than 7.5 yuan/㎡ per month. Heating for low-income households is 4 yuan/㎡ per month. The price for heating supply during non-heating seasons is determined through negotiation between supply and demand.
4、Shijiazhuang
In accordance with document [2013]135 of the Housing and Construction Bureau, the public area charge for residential heating is calculated by deducting 10% (15% for high-rise buildings) of the building area (excluding basements) based on the building area. The charge is 22 yuan per heating season per square meter. For non-residential heating, the charge is calculated based on the building area, with a charge of 31 yuan per heating season per square meter (charges will be adjusted according to the latest guidelines from the Housing and Construction Bureau).
5、Qingdao
According to the Qingdao Municipal Heating Bureau and the Qingdao Energy Group, heating costs this winter will remain the same as in previous years. Heating costs for residential users are still 30.4 yuan per square meter of usage area, while other users in the three districts of Qingdao city are 33.06 yuan per square meter of building area, and 34.79 yuan per square meter of building area in Laoshan District.
Additionally: For properties where the usage area is specified on the property certificate, the calculation will be based on the usage area stated in the property certificate; if the property certificate does not specify the usage area, it will be calculated as 75% of the building area.
6、Shenyang
The heating price for residents in Shenyang is 26 yuan per square meter (building area). Residents who do not pay for heating fees are charged 23.3 yuan per square meter, with a difference of 2.7 yuan per square meter subsidized by the government.
7、Harbin
Harbin's heating period is from October 20th to April 20th of the following year. The heating fee is 40.35 yuan per square meter for the area used. If the heating fee is adjusted, the price will be adjusted based on the price monitoring conducted by the Department of Price Supervision, and a hearing will be held. Please avoid spreading rumors and misinformation.
9、Dalian
Residential housing rates have been adjusted from the current rate of 18 yuan per square meter of building area to 23 yuan. Non-residential housing rates have been adjusted from the current rate of 20 yuan per square meter of building area to 25 yuan. With a maximum indoor net height of 4.0 meters, an additional 10% will be charged for each excess of 0.3 meters, with no additional charge for those less than 0.3 meters. The additional charge for excessively high areas shall not exceed 30% (excluding schools, kindergartens, welfare institutions, and elderly care facilities). Primary and secondary schools (excluding vocational schools and private schools), kindergartens, welfare institutions, and elderly care facilities will be charged according to the residential housing rates.
