One, Who is responsible for repairing the damaged security doors in the community?
The property management company is responsible for the repairs.
- Property fees do not include maintenance costs for common property facilities owned by residents of the community. The apartment door is a public facility of the community, and the maintenance costs should be shared by all property owners in the unit. Some community owners also pay maintenance funds along with property fees. In such cases, if the apartment door malfunctions, the maintenance fund can be used for repair, and the maintenance will be handled by the property management company.

Article 10
For service fees charged under a comprehensive service fee system, the composition of service fees includes service costs, statutory taxes, and the profit of the property management enterprise.
When implementing a service fee system, prepaid property service funds include property service expenses and the service fee for the property management company.
The costs for major and minor repairs, as well as upgrades and renovations of common areas and shared facilities, shall be funded through designated maintenance funds and shall not be included in property management expenses or property management costs.
Article 53
Property owners of non-residential properties within residential communities or those connected to single-building residential structures, as well as owners of non-residential properties within residential complexes, shall remit special maintenance funds in accordance with relevant national regulations.
The special repair fund belongs to the property owner and is specifically designated for the repair, maintenance, and upgrades of common areas and facilities within the property, as well as for the repair and renewal of common areas and facilities after the warranty period has expired. The funds cannot be used for other purposes.
The methods for collecting, using, and managing special repair funds are stipulated by the relevant government department, in collaboration with the Ministry of Finance.
